Victor Pham
Chief, Systems Engineering & Operations Branch

Victor Pham joined Department of Justice in December 2008 and is the Branch Chief of the Systems Engineering and Operations Branch of the Office of Justice Programs (OJP). He is the architect of the agency’s private cloud. Mr. Pham served as Chief Technology Officer for System & Telecommunication, Inc. In this capacity, he set the company’s strategic technology direction and executed an exit strategy. He developed the DOD PKI Program Master Plan that managed the largest deployment of PKI in the world. He safeguarded the Nuclear Regulatory Commission’s infrastructure and systems as the principal security consultant and served as a principal-partner for Veridian Forensic Laboratory. Mr. Pham was a co-founder of Business Computing Services, LLC that developed and serviced cryptographic technology for the banking industry. He also designed and developed geometric computing models for Electromagnetic Compatibility analysis of aircrafts. Mr. Pham holds a Bachelor of Science in Electrical Engineering, a Bachelor of Science in Computer Science, and a Master of Science in Computer Science.
Angel Santa

Angel Santa has held management positions at the Department of Housing and Urban Development, Federal Deposit Insurance Corporation and the Department of Education prior to joining OJP. Santa provided direct leadership and guidance from inception through successful completion of several major, mission critical, multi-million dollar development and infrastructure efforts throughout career. He has extensive experience in various areas to include grants administration and management, business administration, and information technology. Santa has worked with senior level leadership in various agencies along with OMB and Congressional Staffers.
Santa holds a degree in Computer Science and is currently pursuing a Masters in Biblical Studies. He is a winner of HITEC 100 - Most Influential Hispanics in IT.
Bruce Whitlock
Director, Enterprise Applications Development Division

Mr. Whitlock has been engaged in telecommunications or information systems development, delivery and operations in the Federal and commercial workspace since the late 1970’s. He has participated in programs for a variety of clients including NASA, INTELSAT, Departments of Defense, State, Labor, HHS and KPN Telecom. In 2005 Mr. Whitlock accepted an appointment with the Office of the Chief Information Officer of USDOJ’s Office of Justice Programs where he is presently responsible for applications and systems design, development and maintenance in support of the OJP mission.
This session will move beyond theoretical cloud computing discussions and focus on experiences, lessons learned, and recommendations of real organizations building and running real cloud computing infrastructure. Panelists will discuss why their organizations embraced the cloud computing infrastructure, how they proceeded from cloud computing proof-of-concept to production, and what they would do differently if they could undertake these projects again.
