Byron Blocker

Byron C. Blocker currently serves as the director of the IT&S Systems Integration Division at the U.S. Government Printing Office in Washington, D.C. GPO’s Systems Integration Division is composed of two branches: Network/ Messaging/Telecom and Systems Administration. These branches maintain total responsibility for GPO’s network-telecom infrastructure and enterprise systems.
Mr. Blocker served as one of the original architects of GPO’s enterprise TCP/IP network during the early 1990s. During a career in engineering and info technology, he has been a network design consultant to Fortune 500 companies. In addition, Mr. Blocker has served as a project manager for numerous successful network implementation efforts, including serving as AT&T’s lead technologist for the 2000 Democratic National Convention in Los Angeles.
Mr. Blocker studied electrical engineering at the University of Texas at Austin. He has a Bachelor of Science degree in computer and information science from the University of Maryland, along with several industry certifications, including Project Management Professional (PMP) and Certified Information Security Systems Professional (CISSP).
Khuloud Odeh
Sr. IT and Sustainability Advisor, PhD Candidate

Khuloud Odeh is Director of IT for Grameen Foundation, a global microfinance and technology development organization that serves the poorest in the world, especially women. She is also a PhD candidate at the Volgenau School of IT and Engineering - George Mason University, and recently received Master’s degree in Strategic Leadership towards Sustainability (MSLS) from Sweden. She also holds B. Sc and Master’s degrees in computer science. Her PhD research is focused on sustainability assessment methods of cloud computing.
Khuloud is also a Senior IT Strategist and Adviser currently lives in Washington, DC. She served for five years as the Chief Information Officer (CIO) of CHF International, an international development NGO. Prior to CHF, Khuloud held several Sr. software engineering and management positions at private and public sector organizations in the Middle East, Canada, and the US.
Through working in the development sector, she got her deeper understanding of sustainable development concepts, and managed to combine two of her greatest passions: the love for innovative use of IT, and the passion for helping people.
Jon Oltsik

Jon Oltsik is a principal analyst at Enterprise Strategy Group as well as the founder of its Information Security and Networking services.
Oltsik is widely recognized as an expert in security management and technology as well as identity and access management. Most recently, Oltsik has focused on Information Technology and Cybersecurity in the U.S. Federal Government.
Oltsik has been in the technology industry for well over 20 years. Prior to joining ESG, Oltsik was the founder and principal of Hype-Free Consulting. Mr. Oltsik has also held senior positions at GiantLoop Network, Forrester Research, and EMC Corporation, and Epoch Systems. Mr. Oltsik has an MBA and a BA degree from the University of Massachusetts, Amherst.
